Keynote Presenter

Robert Bonnie is the Under Secretary for Natural Resources and Environment.    At USDA, Bonnie oversees the Forest Service and Natural Resources Conservation Service on a variety of natural resource issues, working closely with the Farm Service Agency. He also served as Senior Advisor to Secretary of Agriculture Tom Vilsack for environment and climate change.  Prior to joining USDA, Mr. Bonnie was vice president for land conservation for the Environmental Defense Fund where he focused on developing incentives to reward farmers, ranchers and forest owners for stewardship activities on private lands.  Mr. Bonnie has master degrees in forestry and resource economics from Duke University.  He grew up on a farm in Kentucky and now lives in Virginia.

Christopher Justice, PhD, Chair of the Department of Geographical Sciences, University of Maryland
Dr. Justice
Professor Chris Justice received his Ph.D. from the University of Reading, UK and is currently the Chair of the Department of Geographical Sciences, University of Maryland. He is Co-chair of the International GOFC-GOLD Fire Implementation Team and Program Scientist for the NASA Land Cover Land Use Change Program. He has been a member of the NASA MODIS and VIIRS Science Teams since their inception been instrumental in the fire observation capabilities and products from those systems. His research includes the development and use of time-series earth observation satellite data and has developed systems for global fire, agriculture and land use monitoring. He and his colleagues are studying trends in fire distribution and their impacts on fire emissions. 

 

Loretta J. Mickley, PhD, Senior Research Fellow School of Engineering & Applied Sciences Harvard University
Loretta Mickley
Loretta J. Mickley co-leads the Atmospheric Chemistry Modeling Group at Harvard. Her research focuses on chemistry-climate interactions in the troposphere. She seeks to understand how short-lived gases and particles affect climate and how climate, in turn, influences atmospheric composition. Key topics in her research include the effects of climate change on smog episodes, impacts of aerosol trends on regional climate, and the oxidation capacity of paleo atmospheres.  With colleagues at Harvard, Dr. Mickley is currently investigating the impact of climate change on wildfires in the coming decades, and the consequences for air quality in the western United States.

 

Uma Shankar, Senior Research Scientist, Institute for the Environment-University of North Carolina
Uma Shankar
Ms. Shankar is a senior research scientist at the University of North Carolina—Institute for the Environment (UNC-IE) with over 24 years’ experience developing and applying multiscale atmospheric chemistry-transport models such as the Community Multiscale Air Quality Model (CMAQ), the coupled Meteorology-Chemistry model (METCHEM), and the Modal Aerosol Dynamics Model-Europe (MADE). Under funding from the U.S. EPA, the National Science Foundation, NASA and the Environmental Agency—Abu Dhabi she has led multi-institutional investigations applying these models to examine the interaction of regional emissions and atmospheric circulations over the U.S., Europe, the Middle East, and South Asia. Her research focuses on developing and evaluating process-based algorithms for atmospheric particulate matter (PM) chemistry, transport and microphysics, and investigating the impacts of PM on human health, visibility, and climate. Her ongoing and past research on wildfire impacts include integrated modeling approaches to study the cyclical impacts of climate change, forest net primary production, fuel loads, smoke emissions, PM air quality and the radiation budget. She has also directed and conducted advanced analysis tool development under NASA funding to integrate and use satellite data in the Visibility Information Exchange Web System (VIEWS) for air quality decision support. Ms. Shankar serves as Research Coordinator for the Community Modeling and Analysis System (CMAS) Center hosted by UNC-IE, and develops advanced training courses for the CMAS user community, such as the application of satellite data in air quality model evaluation, and the interpretative analysis of air quality model results.

Wayne E. Cascio, MD, FACC, FAHA, Director, Environmental Public Health Division, NHEERL/ORD/US EPA

Dr. Cascio received a B.A. from Johns Hopkins University, an M.D. from the University of Maryland, clinical training in internal medicine, and cardiovascular diseases at the University of North Carolina, and post-doctoral training in experimental cardiac electrophysiology at the PhysiologDr. Cascioisches Institut of the Universität Bern, Switzerland.  Returning to the faculty of the Department of Medicine at the University of North Carolina at Chapel Hill he established the Applied Physiology Laboratory.  Over the years the laboratory grew to include a Fluorescence Imaging Laboratory and a Cardiac Cell Culture Facility supporting a broad range of research projects. Dr. Cascio served as the Director of Cardiovascular Research at the Center for Environmental Medicine, Asthma and Lung Biology at UNC Chapel Hill, and the Medical Director of the Clinical Electrocardiography Laboratory at the University of North Carolina Hospitals.  Dr. Cascio joined the faculty of the Brody School of Medicine at the East Carolina University in June 2004 as Professor of Medicine and Chief of the Division of Cardiology.  Dr. Cascio joined the US EPA as the Director of the Environmental Public Health Division in January 2011.  Current research interests include the study of the cardiovascular health effects of air pollution including wildfire smoke for the purpose of informing risk assessment and mitigation strategies; improvement of public health and quality of life through increased environmental health communication and literacy; and decreased environmental risks particularly among vulnerable and high-risk populations. Dr. Cascio is a clinician/scientist and is board certified by the American Board of Internal Medicine in Internal Medicine and Cardiovascular Diseases, and has an adjunct clinical appointment at the UNC School of Medicine in the Department of Medicine, Division of Cardiology.

Allen Robert Riebau holds an AAS degree in Environmental Technology, a BS in Environmental Science, an MS in Environmental Biology/Ecology, and a PHD in Earth Resources Management from Colorado State University (1996). He worked in public service for United States in the Departments of Defence, Interior, and Agriculture for over 32 years. At the present time he is the Principal Scientist for Nine Points South Technical, an air quality and natural resources management consulting firm in Western Australia. His last United States federal career position was as Chief Atmospheric Scientist of the USDA Forest Service Research and Development.

 

Mark Melvin, Conservation Management/Education Technician Joseph W. Jones Ecological Research Center and Chair, National Coalition of Prescribed Fire Councils

Mark Melvin is employed at the Joseph W. Jones Ecological Research Center at Ichauway located in Newton, Georgia. Mark has 20+ years of land management experience on private lands in the south, including over 100,000 acres of prescribed fire experience.  At Ichauway, he works with conservation management and education staff to promote the appropriate use of prescribed fire. Ongoing outreach efforts include; prescribed fire short courses that provide “hands-on” experience, participation with numerous university courses for undergraduate and graduate programs, private landowner outreach, and partners with many natural resource management agencies. Over the last several years, Mark’s primary focus has been working with prescribed fire councils at state, regional, and national levels. He currently serves as vice-chair of the Georgia Prescribed Fire Council, chairman of the Coalition of Prescribed Fire Councils, NWCG Fire Use subcommittee liaison, and JFSP Southern Fire Exchange Advisory Board chair.  His hope is to effectively partner prescribed fire councils efforts to create one voice aimed at assisting fire practitioners, general public/citizens, policymakers, and regulators concerning prescribed fire issues.

Janice E. Nolen, Assistant Vice President, National Policy, American Lung Association
Janice Nolen -ALA
Janice Nolen supervises the development of policy positions on indoor and outdoor air quality for the American Lung Association.  Ms. Nolen represents the Lung Association with its many partners, including other public health and environmental organizations in addition to federal agencies in policy and regulatory issues. Part of her work involves producing the Lung Association’s highly acclaimed annual report card on air pollution, the State of the Air.   She also directs the Lung Association actions in air quality regulatory advocacy and litigation. Most recently, her work in this area resulted in the strengthening of the national air quality standards for particulate matter air pollution.  Prior to coming to Washington in 2001, Ms. Nolen worked with the American Lung Association in Tennessee leading the organization’s air quality, asthma and tobacco control programs and policy implementation at the state and local levels.   Prior to her work with the American Lung Association, Ms. Nolen spent ten years working with a regional council of governments in Tennessee on community and economic development and alternative transportation. She also served with the Environmental Planning Division of the Tennessee Department of Transportation. She holds a Master of Science degree from Middle Tennessee State University.
